1 AN ACT relating to: grant to The Ability Center for a project to convert a park
2 in southeast Wisconsin for the provision of recreation and rehabilitation
3 opportunities for individuals with disabilities and making an appropriation.

This bill requires the Department of Administration to award a grant in the
amount of $3,000,000 to A.F.A.R., Inc., doing business as The Ability Center, to assist
The Ability Center to convert an existing park in southeast Wisconsin for the
provision of recreation and rehabilitation opportunities for individuals with
disabilities.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
4 SECTION 1.0Nonstatutory provisions.
5 (1) GRANT TO THE ABILITY CENTER. (a) In this subsection:
6 1. “The Ability Center” means A.F.A.R., Inc., doing business as The Ability
7 Center.

1 2. “Department” means the department of administration.
2 (b) The legislature finds and determines that providing the citizens of this state
3 affected by disabilities with a daily opportunity to be fit, active, and healthy, and to
4 play, and that building communities where citizens of all abilities are provided a
5 universal opportunity for health, wellness, and recreation is a statewide
6 responsibility of statewide dimension. It is therefore in the public interest, and it is
7 the public policy of this state, to assist The Ability Center to convert an existing park
8 in southeast Wisconsin for the provision of recreation and rehabilitation
9 opportunities for individuals with disabilities.
10 (c) From the appropriation under s. 20.505 (1) (a), in the 2023-24 fiscal year,
11 the department shall award a grant in the amount of $3,000,000 to The Ability
12 Center for the project specified in par. (b).
13 SECTION 2.0Fiscal changes.
14 (1) GRANT TO THE ABILITY CENTER. In the schedule under s. 20.005 (3) for the
15 appropriation to the department of administration under s. 20.505 (1) (a), the dollar
16 amount for fiscal year 2023-24 is increased by $3,000,000 to award the grant under
17 SECTION 1 (1) of this act.
