1 Relating to: proclaiming June 2, 2023, as Gun Violence Awareness Day in
2 Wisconsin.
3 Whereas, the U.S. Supreme Court has recognized that the right to bear arms
4 under the Second Amendment to the U.S. Constitution is not unlimited and allows
5 for reasonable restrictions on firearms, including who can have firearms and under
6 what conditions, where firearms can be carried, and what types of firearms are
7 permissible; and
8 Whereas, firearms have become the number one cause of death for children in
9 the United States and Wisconsin; and
10 Whereas, on average, every day in the United States approximately 316 people
11 are injured or killed with guns in murders, assaults, suicides, and accidents; and
12 Whereas, in Wisconsin, approximately 600 men, women, and children are
13 killed with guns each year, and 70 percent of whom die as a result of suicide by
14 firearm; and
15 Whereas, in Wisconsin, over 1,000 people are wounded each year by guns; and

1 Whereas, gun deaths devastate families in urban, rural, and suburban areas;
2 and
3 Whereas, while Wisconsin's urban areas are disproportionately affected by gun
4 homicide, the state's less populated areas experience greater rates of gun suicide;
5 and
6 Whereas, gun violence costs our country $557.2 billion in combined direct and
7 indirect expenses annually; and
8 Whereas, studies show that gun safety laws save lives and are associated with
9 lower firearm death rates; and
10 Whereas, Wisconsin has a long tradition of responsible gun ownership, safe gun
11 usage, and training to hunt with firearms; now, therefore, be it
12 Resolved by the senate, the assembly concurring, That the legislature
13 hereby proclaims June 2, 2023, as Gun Violence Awareness Day in Wisconsin.
