1 AN ACT to renumber and amend 118.07 (4) (cf) and 165.88 (3m) (a); to amend
2 165.28 (2), 165.88 (3) (b), 165.88 (3m) (title) and 165.88 (3m) (c); and to create
3 118.07 (4) (cf) 1. and 165.88 (3m) (ac) of the statutes; relating to: defining
4 critical mapping data for school safety plans.
Analysis by the Legislative Reference Bureau
Under current law, as part of a school safety plan, public and private schools
must submit a copy of the most recent blueprints or mapping data for each school
building and facility to each local law enforcement agency with jurisdiction and to
the Office of School Safety in the Department of Justice. Also under current law, DOJ
awards grants to school boards and governing bodies of private schools to assist them
in complying with this requirement.
This bill uses the term “interactive critical mapping data” to describe the
mapping data and defines the term as interactive representations of a specific
location that are verifiable, digital, shareable, and shown in real time.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
5 SECTION 1. 118.07 (4) (cf) of the statutes is renumbered 118.07 (4) (cf) 2. and
6 amended to read:

1 118.07 (4) (cf) 2. Upon the creation of a school safety plan under par. (a) and
2 upon each review of a school safety plan under par. (d), a school board shall submit
3 a copy of the most recent blueprints or interactive critical incident mapping data for
4 each school building and facility in the school district to each local law enforcement
5 agency with jurisdiction over any portion of the school district and to the office of
6 school safety. Upon the creation of a school safety plan under par. (a) and upon each
7 review of a safety plan under par. (d), a governing body of a private school shall
8 submit a copy of the most recent blueprints or interactive critical incident mapping
9 data for the private school and all of its facilities to each local law enforcement agency
10 with jurisdiction over the private school and to the office of school safety.
11 SECTION 2. 118.07 (4) (cf) 1. of the statutes is created to read:
12 118.07 (4) (cf) 1. In this paragraph, “interactive critical mapping data” has the
13 meaning given in s. 165.88 (3m) (ac).
14 SECTION 3. 165.28 (2) of the statutes is amended to read:
15 165.28 (2) Coordinate with schools under s. 118.07 (4) (cf) and the department
16 of administration to compile blueprints or interactive critical incident mapping data,
17 as defined in s. 165.88 (3m) (ac), for all schools. The office shall keep all blueprints
18 and critical incident mapping data confidential unless a law enforcement agency
19 requests access.
20 SECTION 4. 165.88 (3) (b) of the statutes is amended to read:
21 165.88 (3) (b) Blueprints or interactive critical incident mapping data, as
22 defined in sub. (3m) (ac), for each school building and facility or, if blueprints or the
23 data were already submitted, a certification that the items submitted are current.
24 SECTION 5. 165.88 (3m) (title) of the statutes is amended to read:

2 MAPPING DATA.
3 SECTION 6. 165.88 (3m) (a) of the statutes is renumbered 165.88 (3m) (am) and
4 amended to read:
5 165.88 (3m) (am) From the appropriation under s. 20.455 (2) (f), the
6 department of justice shall award grants to school boards and governing bodies of
7 private schools to assist them in complying with the requirement under s. 118.07 (4)
8 (cf) to submit interactive critical incident mapping data to law enforcement agencies
9 and the office of school safety.
10 SECTION 7. 165.88 (3m) (ac) of the statutes is created to read:
11 165.88 (3m) (ac) In this subsection, “interactive critical mapping data” means
12 interactive representations of a specific location that are verifiable, digital,
13 shareable, and shown in real time.
14 SECTION 8. 165.88 (3m) (c) of the statutes is amended to read:
15 165.88 (3m) (c) Grant moneys awarded under this subsection shall be used for
16 site-specific interactive critical incident mapping data to enhance security and
17 increase situational awareness for first responders. Any interactive critical mapping
18 data created with grant money under this subsection shall be compatible with
19 platforms and applications used by local, state, and federal public safety officials;
20 may not require local, state, or federal public safety officials, school districts, or
21 private schools to purchase additional software; and shall include information that
22 can best assist first responders in an emergency, such as building numbers, floors,
23 suite designations, room numbers, or other available relevant location information.
