2023 ASSEMBLY JOINT RESOLUTION 49

ROZAR, SHANKLAND, SINICKI and CLANCY, cosponsored by Senators
CABRAL-GUEVARA, COWLES, ROYS and SPREITZER. Referred to Committee on
Rules.
1 Relating to: designating Hypertrophic Cardiomyopathy Awareness Day and efforts
2 to educate people about hypertrophic cardiomyopathy.
3 Whereas, Hypertrophic Cardiomyopathy (HCM) is a chronic cardiovascular
4 disease involving thickening of the heart muscle and can potentially lead to
5 debilitating symptoms and serious complications including heart failure, atrial
6 fibrillation, stroke, and in rare cases sudden cardiac death; and
7 Whereas, HCM is the most common inheritable heart disease and can affect
8 anyone regardless of age, gender, or ethnicity with a reported prevalence ranging
9 from 1 in 200 to 1 in 500 in the general population; and
10 Whereas, an estimated 700,000 to 1,650,000 people in the United States have
11 HCM, yet 85 percent of them may remain undiagnosed; and
12 Whereas, HCM shares symptoms with other common cardiovascular and
13 pulmonary diseases, such as shortness of breath, chest pain, fatigue, palpitations,
14 and fainting, making it difficult to distinguish HCM from these other diseases; and

1 Whereas, all-cause mortality risk is three to four times higher in patients with
2 HCM than that of the general population; and
3 Whereas, knowing one's medical history and any signs and symptoms of HCM
4 is an important first step in receiving an accurate diagnosis of HCM; and
5 Whereas, a healthcare provider must conduct a thorough screening with
6 cardiac health questions to help identify a risk of cardiac disorders both genetic and
7 congenital; and
8 Whereas, a health-care provider may conduct several tests, including an
9 echocardiogram, a cardiac MRI, or genetic testing to confirm a family history of
10 HCM, and must examine the heart to diagnose HCM; and
11 Whereas, following a diagnosis of HCM, it is important for patients to work with
12 their healthcare provider to learn more about their disease and understand different
13 management options, including prescription medicines and surgical treatment
14 options that may help; and
15 Whereas, the fourth Wednesday in February is an appropriate day to observe
16 Hypertrophic Cardiomyopathy Awareness Day; now, therefore, be it
17 Resolved by the assembly, the senate concurring, That the Wisconsin
18 Legislature designates the fourth Wednesday in February of each year as
19 “Hypertrophic Cardiomyopathy Awareness Day” in Wisconsin in order to raise public
20 awareness about hypertrophic cardiomyopathy; and, be it further
21 Resolved, That the Wisconsin Legislature acknowledges the critical
22 importance of hypertrophic cardiomyopathy awareness to improve cardiovascular
23 health in Wisconsin; and, be it further
24 Resolved, That the Wisconsin Legislature supports raising awareness of the
25 consequences of undiagnosed and untreated hypertrophic cardiomyopathy and the

1 need to seek appropriate care for hypertrophic cardiomyopathy as a serious public
2 health issue; and, be it further
3 Resolved, That the Wisconsin Legislature respectfully requests the Governor
4 to issue annually a proclamation recognizing the fourth Wednesday in February in
5 as “Hypertrophic Cardiomyopathy Awareness Day” in Wisconsin and calls upon the
6 people in this state to observe the day with appropriate programs and activities.
