2023 SENATE JOINT RESOLUTION 46

1 Relating to: proclaiming May 2023 to be Maternal Health Month in Wisconsin.
2 Whereas, the family, in which mothers perform a crucial role, is a major social
3 institution in Wisconsin and throughout the world that provides tremendous value
4 to both its members and society as a whole; and
5 Whereas, mothers have an indispensable role in building and transforming
6 society and culture and moving our state, country, and world forward, remaining
7 steadfast in their pursuit of a better and brighter future for their children; and
8 Whereas, mothers have a unique bond with their children, and the health of
9 mothers is directly tied to the health of their children both prenatal and postpartum;
10 and
11 Whereas, the mental and behavioral health of mothers is crucial to the health
12 of their families and children; and
13 Whereas, the suicide rate for mothers within 365 days postpartum in Wisconsin
14 is 2.0 per 100,000; and

1 Whereas, in 2021, there were a total of 56 pregnancy-associated deaths within
2 365 days postpartum, a mortality ratio of 90.6 per 100,000 live births; and
3 Whereas, Wisconsin has significant racial disparities in maternal mortality
4 rates, with pregnancy-related mortality rates for non-Hispanic Black mothers five
5 times greater than non-Hispanic White mothers, which must be addressed; and
6 Whereas, the work of mothers is of paramount importance but is often
7 undervalued, unnoticed, and underappreciated; and
8 Whereas, mothers are breadwinners, community leaders, advocates, allies, and
9 pillars of the family that have, for generations, blazed new paths, opened up new
10 possibilities, and widened circles of opportunity for their daughters and sons; and
11 Whereas, Wisconsin has a proven record of meeting challenges and creating
12 positive change, and we are committed to making mothers' lives better and ensuring
13 their health and prosperity; and
14 Whereas, Mother's Day is celebrated in May across Wisconsin and nationwide;
15 and
16 Whereas, mothers and the institution of motherhood are worthy of honor and
17 affirmation; now, therefore, be it
18 Resolved by the senate, the assembly concurring, That the members of the
19 Wisconsin Legislature call upon the people of Wisconsin to observe May 2023 as
20 Maternal Health Month in Wisconsin with honor, affirmation, and respect for
21 mothers in our state; and, be it further
22 Resolved, That the legislature calls upon the people of Wisconsin to express
23 their honor, affirmation, love, respect, and gratitude to mothers everywhere; and, be
24 it further

1 Resolved, That the senate chief clerk shall transmit copies of this resolution
2 to the governor of Wisconsin.
