1 AN ACT to renumber and amend 118.019 (5); and to create 118.019 (5) (d) and
2 118.019 (5) (e) of the statutes; relating to: the membership of a human growth
3 and development curriculum advisory committee.

Current law allows, but does not require, a school board to provide a human
growth and development instructional program in grades kindergarten to 12. Under
current law, if a school board elects to provide a human growth and development
instructional program, the school board must appoint an ad hoc advisory committee
to advise the school board on the design and implementation of the human growth
and development curriculum, as well as to review the curriculum.
Current law requires that the advisory committee be comprised of parents,
teachers, school administrators, pupils, health care professionals, members of the
clergy, and other school district residents. This bill eliminates school administrators
as a membership category that must be represented on the committee. Additionally,
current law limits the portion of the committee that may consist of any membership
category, except parents, to one-fifth of the committee and limits the portion of the
committee that may consist of school district employees or their spouses or school
board members or their spouses to one-fourth of the committee.
The bill specifies that each member of a human growth and development
curriculum advisory committee must be a resident of the school district, unless the
school board is unable to fill a membership position with a school district resident,
in which case the school board may appoint a nonresident to the advisory committee.

In addition, under the bill, no member of the advisory committee may be a relative
of another member of the committee. Finally, the bill requires a school board to
remove a committee member who is absent from two consecutive meetings without
prior written approval.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
1 SECTION 1. 118.019 (5) of the statutes is renumbered 118.019 (5) (intro.) and
2 amended to read:
3 118.019 (5) ADVISORY COMMITTEE. (intro.) In any school district that offers a
4 human growth and development curriculum, the school board shall appoint an ad
5 hoc advisory committee whose role is to advise the school board on the design and
6 implementation of the human growth and development curriculum and to review the
7 curriculum. Parents, The school board shall remove a member of the committee if
8 the member is absent from 2 consecutive committee meetings without the prior
9 written approval of the chairperson of the committee. The school board shall appoint
10 the ad hoc advisory committee in a manner that complies with all of the following:
11 (a) The committee includes parents, teachers, school administrators, pupils,
12 health care professionals, members of the clergy, and other individuals who are
13 residents of the school district shall comprise the committee.
14 (b) No one category of member shall constitute listed in par. (a) constitutes more
15 than one-fifth of the membership of the committee, except that there is no limit on
16 the portion of the membership of the committee that is comprised of parents may
17 comprise more than one-fifth of the membership of the committee of pupils enrolled
18 in the school district.

1 (c) No more than one quarter of the members of the committee may be made
2 up of are employees of the school district or their spouses or members of the school
3 board or their spouses.
4 SECTION 2. 118.019 (5) (d) of the statutes is created to read:
5 118.019 (5) (d) Each member of the committee is a resident of the school
6 district, except that the school board may appoint to the committee an individual who
7 is not a resident of the school district if the school board is unable to identify a
8 resident for a membership position on the committee.
9 SECTION 3. 118.019 (5) (e) of the statutes is created to read:
10 118.019 (5) (e) No member of the committee is a relative, as defined in s. 6.875
11 (1) (b), of another member of the committee.
