2023 SENATE JOINT RESOLUTION 30
April 14, 2023 - Introduced by Senators FELZKOWSKI, COWLES, JACQUE, MARKLEIN,
NASS, TESTIN and TOMCZYK, cosponsored by Representatives CALLAHAN,
ALLEN, DITTRICH, EDMING, GUNDRUM, S. JOHNSON, KITCHENS, MICHALSKI,
MOSES, MURPHY, O'CONNOR, PENTERMAN, PETRYK, SNYDER, SPIROS, ROZAR and
GREEN. Referred to Committee on Senate Organization.
1 Relating to: proclaiming May 1, 2023, as Loyalty Day in Wisconsin.
2 Whereas, beginning as Americanization Day in 1921 to combat political
3 extremism at the height of the First Red Scare, Loyalty Day is a day set aside for
4 Americans to reaffirm allegiance to the United States and recognize the heritage of
5 American freedom; and
6 Whereas, following Loyalty Day's recognition by Congress on April 27, 1955,
7 during the Second Red Scare, President Dwight D. Eisenhower issued the first
8 presidential proclamation in observance of the patriotic holiday; and
9 Whereas, regardless of his political affiliation, every president has issued a
10 proclamation in observance of Loyalty Day every year since Congress made it an
11 official legal holiday on July 18, 1958; and
12 Whereas, since the time of the American Revolution, the United States has
13 stood for freedom, both at home and abroad; and
14 Whereas, other countries do not have the rights afforded to Americans and
15 many are even deprived of basic human rights or ruled by tyrants; and

1 Whereas, when our citizens witness this, they often cannot help but feel a
2 renewed appreciation for the morals and ideals our young country was founded upon;
3 and
4 Whereas, while the debt to the many who have died for our freedoms can never
5 be repaid, we can ensure that value is placed in the gift of freedom they have given
6 us; and
7 Whereas, it now falls on us to continue and preserve the great American legacy
8 of freedom for future generations; and
9 Whereas, the Wisconsin Veterans of Foreign Wars has selected the City of
10 Merrill, Merrill VFW Post 1638, and Auxiliary to have the honor of hosting this
11 year's Loyalty Day parade and celebration on Saturday, April 29, with the theme of
12 “Loyalty—The Path Forward”; now, therefore, be it
13 Resolved by the senate, the assembly concurring, That the members of the
14 Wisconsin State Legislature proclaim May 1, 2023, as Loyalty Day in Wisconsin and
15 commend this observance to all citizens; and, be it further
16 Resolved, That the senate chief clerk shall provide a copy of this resolution to
17 the Wisconsin Veterans of Foreign Wars.
