1 AN ACT to create 115.28 (66) of the statutes; relating to: issuing a declaration
2 of equivalency of high school graduation or a general educational development
3 certificate.
Analysis by the Legislative Reference Bureau
Under current law, the state superintendent of public instruction issues high
school equivalency diplomas and general education development certificates to
eligible individuals. Current law allows the state superintendent to charge a fee for
an HSED or a GED. This bill requires that, upon determining an applicant is eligible
and has paid any required fee, the state superintendent immediately issue an HSED
or GED to the applicant by posting the HSED or GED, in a manner that maintains
confidentiality, to the Department of Public Instruction's website.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
4 SECTION 1. 115.28 (66) of the statutes is created to read:
5 115.28 (66) HIGH SCHOOL GRADUATION EQUIVALENCY. Upon granting a declaration
6 of equivalency of high school graduation or a general educational development

1 certificate under s. 115.29 (4) (a) to an individual and receipt of any applicable fee
2 under s. 115.29 (4) (b), immediately provide the declaration of equivalency of high
3 school graduation or general educational development certificate to the individual
4 by posting the declaration or certificate on the department's website, in a manner
5 that maintains the confidentiality of the record.
6 SECTION 2.0Initial applicability.
7 (1) This act first applies to applications for declarations of equivalency of high
8 school graduation or general educational development certificates received on the
9 effective date of this subsection.
10 SECTION 3.0Effective date.
11 (1) This act takes effect on the first day of the 6th month beginning after
12 publication.
