2023 SENATE JOINT RESOLUTION 24

KITCHENS, KNODL, MURPHY, NOVAK, PETERSEN, RETTINGER, SPIROS, SUBECK,

1 Relating to: honoring the public service of Commissioner Ellen Nowak.
2 Whereas, Ellen Nowak was first appointed to the Public Service Commission
3 of Wisconsin in July 2011 and reconfirmed for a full six-year term beginning on
4 March 1, 2013; and
5 Whereas, Ellen Nowak was named Chairperson of the Public Service
6 Commission in March of 2015; and
7 Whereas, Ellen Nowak was appointed Secretary of the Department of
8 Administration in March of 2018, the second woman to ever hold the top appointed
9 position in Wisconsin state government; and
10 Whereas, Ellen Nowak was reappointed to the Public Service Commission in
11 January 2019; and
12 Whereas, Ellen Nowak has been a nationally recognized leader during her
13 nearly 11 years of service on the Public Service Commission, serving in leadership
14 roles for the National Association of Regulatory Utility Commissioners (NARUC),
15 including being elected as NARUC president; and

1 Whereas, Ellen Nowak's expertise on energy and utility regulation has been
2 sought out by members of Congress and international organizations; and
3 Whereas, Ellen Nowak has served as a mentor for young female regulators in
4 Europe and Eurasia; and
5 Whereas, Ellen Nowak has helped ensure reliable and affordable energy for all
6 of Wisconsin's citizens and businesses; and
7 Whereas, Ellen Nowak had a long career as a public servant prior to her time
8 with the Public Service Commission, including service as chief of staff to the
9 Waukesha County Executive and chief of staff to the Assembly Speaker; and
10 Whereas, Ellen Nowak has been an active volunteer for several charities,
11 including her church, a local hospice facility, and the World Orphan Fund; and
12 Whereas, Ellen Nowak has been an exemplary public servant for most of her
13 adult life; now, therefore, be it
14 Resolved by the senate, the assembly concurring, That the members of the
15 Wisconsin Legislature thank Ellen Nowak for her faithful and exemplary service to
16 the state and wish her well in her future endeavors.
