1 AN ACT to amend 20.931 (title); and to create 20.931 (3) of the statutes; relating
2 to: restriction on the sale or use of a device based on its energy source.

Under this bill, no state agency and no local governmental unit may restrict the
use or sale of a device based on the energy source that is used to power the device or
that is consumed by the device.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
3 SECTION 1. 20.931 (title) of the statutes is amended to read:
4 20.931 (title) Prohibited boycotts governmental actions.
5 SECTION 2. 20.931 (3) of the statutes is created to read:
6 20.931 (3) PROHIBITIONS BASED ON ENERGY SOURCE. No state agency and no local
7 governmental unit may restrict the use or sale of a device based on the energy source
8 that is used to power the device or that is consumed by the device. Under this
9 subsection, a device is powered by an energy source or consumes an energy source

1 if any significant function of the device uses that energy source or consumes that
2 energy source to accomplish the function.
