1   AN ACT to amend 15.67 (1) (intro.); and to create 15.67 (1) (d) of the statutes;
2        relating to: the membership of the Higher Educational Aids Board.

         This bill is explained in the NOTES provided by the Joint Legislative Council in
    the bill.
    The people of the state of Wisconsin, represented in senate and assembly, do
        enact as follows:
                JOINT LEGISLATIVE COUNCIL PREFATORY NOTE: This bill was prepared for the Joint
         Legislative Council's Special Committee on State-Tribal Relations.
                Under current law, the Higher Educational Aids Board consists of 11 members
         representing public institutions of higher education; private, nonprofit institutions of
         higher education; and the general public. Members include the superintendent of public
         instruction, members of the Board of Regents of the University of Wisconsin System and
         the Technical College System Board, a member of the board of trustees of an independent
         college or university, financial aids administrators, students, and a member representing
         the general public. Members are appointed for three-year terms except that student
         members are appointed for two-year terms. Members are appointed by the governor
         without senate confirmation.
                This bill adds one member to HEAB to represent the state's tribal colleges. The
         HEAB member representing the state's tribal colleges must be alternating appointees
         consisting of one member of the governing body of the Lac Courte Oreilles Ojibwe
         University for a two-year term, followed by one member of the governing body of the
         College of Menominee Nation for the next two-year term, and continuing this alternation
         of two-year terms thereafter.

     SENATE BILL 204                                                          SECTION 1
 1        SECTION 1. 15.67 (1) (intro.) of the statutes is amended to read:
 2        15.67 (1) (intro.) There is created a higher educational aids board consisting
 3   of the state superintendent of public instruction and the following members
 4   appointed for 3-year terms, except that the members specified under pars. (a) 5. and
 5   6. and, (b) 3., and (d) shall be appointed for 2-year terms:
 6        SECTION 2. 15.67 (1) (d) of the statutes is created to read:
 7        15.67 (1) (d) To represent the state's tribal colleges, alternating appointees
 8   consisting of one member of the governing body of the Lac Courte Oreilles Ojibwe
 9   University for a term, followed by one member of the governing body of the College
10   of Menominee Nation for the next term, and continuing this alternation of terms
11   thereafter.
