1 AN ACT to amend 20.931 (title); and to create 20.931 (1) (am) and 20.931 (3) of
2 the statutes; relating to: restrictions on use or sale of motor vehicles based on
3 power source.
Analysis by the Legislative Reference Bureau
Under this bill, no state agency and no local governmental unit may restrict the
use or sale of motor vehicles based on the energy source used to power the motor
vehicle, including use for propulsion or use for powering other functions of the motor
vehicle.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
4 SECTION 1. 20.931 (title) of the statutes is amended to read:
5 20.931 (title) Prohibited boycotts governmental actions.
6 SECTION 2. 20.931 (1) (am) of the statutes is created to read:
7 20.931 (1) (am) “Motor vehicle” means a self-propelled device designed to
8 transport persons or property from one place to another.

1 SECTION 3. 20.931 (3) of the statutes is created to read:
2 20.931 (3) PROHIBITIONS BASED ON ENERGY SOURCE. (a) No state agency and no
3 local governmental unit may restrict the use or sale of motor vehicles based on the
4 energy source used to power the motor vehicle, including use for propulsion or use
5 for powering other functions of the motor vehicle.
6 (b) This subsection does not affect any policy established by a state agency or
7 local governmental unit related to the purchase of motor vehicles for the use of the
8 state agency or local governmental unit.
