Senators AGARD, CARPENTER, HESSELBEIN, L. JOHNSON, LARSON, PFAFF, ROYS,
SPREITZER and TAYLOR. Referred to Committee on Rules.
1 Relating to: proclaiming March 31, 2023, as Cesar Chavez Day in the state of
2 Wisconsin.
3 Whereas, Cesar Chavez was born March 31, 1927, near Yuma, Arizona; and
4 Whereas, Cesar Chavez is revered as a prominent Hispanic-American civil
5 rights and labor rights activist for his work organizing migrant farm workers in
6 California; and
7 Whereas, Chavez became a migrant farm worker in California while in middle
8 school to support his family; and
9 Whereas, he joined the United States Navy in 1946 and served for two years;
10 and
11 Whereas, Chavez became an organizer for and eventually the national director
12 of the Community Service Organization, where he focused on voter registration for
13 Mexican Americans; and
14 Whereas, Cesar Chavez founded the National Farm Workers Association in
15 1962, which became the United Farm Workers; and

1 Whereas, the United Farm Workers organized thousands of migrant farm
2 workers and came to represent more than 50,000 agricultural workers; and
3 Whereas, Chavez, through nonviolent protests, boycotts, marches, and hunger
4 strikes, successfully secured union contracts and improved working conditions and
5 wages for thousands of migrant farm workers; and
6 Whereas, Chavez's United Farm Workers is famous for the slogan, “Si, se
7 puede,” which is Spanish for “Yes, we can”; and
8 Whereas, Cesar Chavez was honored following his death on April 23, 1993, by
9 more than 50,000 mourners, including fellow labor rights activists; and
10 Whereas, Cesar Chavez received a posthumous Presidential Medal of Freedom
11 in 1994; now, therefore, be it
12 Resolved by the assembly, the senate concurring, That the members of the
13 Wisconsin Legislature proclaim March 31, 2023, as Cesar Chavez Day in the state
14 of Wisconsin.
