1 Relating to: proclaiming March 31, 2023, as Wisconsin's Transgender Day of
2 Visibility.
3 Whereas, International Transgender Day of Visibility, which occurs annually
4 on March 31, is a day set aside to acknowledge, celebrate, and elevate transgender
5 and nonbinary people across the world and here in Wisconsin; and
6 Whereas, transgender and nonbinary individuals have achieved many great
7 successes in fighting discrimination and continue in their efforts towards equality
8 and fairness by combating indignity with dignity; and
9 Whereas, the stories of our transgender and nonbinary neighbors show us that
10 perseverance can lead to systemic change and better conditions for all; and
11 Whereas, transgender and nonbinary Wisconsinites work hard to help other
12 transgender and nonbinary people acquire access to health care, to improve others'
13 mental and physical well-being, to raise awareness of issues affecting
14 gender-nonconforming people of color, and to prevent the spread of HIV and AIDS;

1 Whereas, transgender and nonbinary Wisconsinites in the armed forces serve
2 our country with bravery and work to improve civil rights and health care for other
3 transgender and nonbinary military service members; and
4 Whereas, transgender and nonbinary elected officials and candidates for office
5 provide examples of courage and confidence in pursuing their values through
6 political engagement and encouraging others to do so as well; and
7 Whereas, transgender and nonbinary performers bring authenticity to the
8 stage and screen and demonstrate the importance of representation by sharing their
9 lived experiences; and
10 Whereas, transgender and nonbinary Wisconsinites advocate for others by
11 creating resources, trainings, and outreach materials to improve the visibility and
12 inclusion of the transgender and nonbinary community, as well as helping others
13 access and navigate gender-affirming services; and
14 Whereas, Diverse and Resilient, FORGE, SHEBA, the Wisconsin Transgender
15 Health Coalition, GSAFE, the Human Rights Campaign, Fair Wisconsin, and other
16 organizations across our state have dedicated their efforts to supporting the
17 transgender and nonbinary community, showing the strength of collective action and
18 building a more inclusive Wisconsin; and
19 Whereas, everyone has a role to play in making our communities places where
20 transgender and nonbinary people are welcomed and supported and have the
21 opportunity to thrive; and
22 Whereas, our transgender and nonbinary neighbors in Wisconsin have shown
23 great strength in the face of adversity and empower others to explore and embrace
24 their full selves by living their truth; now, therefore, be it

1 Resolved by the senate, the assembly concurring, That the Wisconsin
2 Legislature does hereby recognize and proclaim March 31, 2023, to be Wisconsin's
3 Transgender Day of Visibility.
