1 AN ACT to renumber 118.19 (18) (c); and to create 118.19 (18) (c) 2. of the
2 statutes; relating to: maintaining a lifetime teaching, administrator, or pupil
3 services license.
Analysis by the Legislative Reference Bureau
For purposes of determining whether to invalidate a lifetime teaching,
administrator, or pupil services license, this bill requires the Department of Public
Instruction to count time an individual is employed by DPI as time the individual is
regularly employed in education. Under current law, DPI must invalidate a lifetime
teaching, administrator, or pupil services license if the individual who holds the
license is not regularly employed in education, as defined by DPI by rule, for five or
more consecutive years. Currently, DPI defines “regularly employed in education”
as “employed as an educator providing services directly to students, families or fellow
educators in a prekindergarten through college setting or providing administrative
oversight in a prekindergarten through grade 12 setting for one hour per day per
semester or its equivalent.”
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
4 SECTION 1. 118.19 (18) (c) of the statutes is renumbered 118.19 (18) (c) 1.
5 SECTION 2. 118.19 (18) (c) 2. of the statutes is created to read:

1 118.19 (18) (c) 2. For purposes of subd. 1., the department shall consider any
2 time an individual is employed by the department as time the individual is regularly
3 employed in education.
