2023 ASSEMBLY JOINT RESOLUTION 4

ORTIZ-VELEZ, GUNDRUM, SNYDER, NOVAK, BILLINGS, ROZAR, MURPHY, CONSIDINE,
GREEN, MURSAU, KNODL, RETTINGER and O'CONNOR, cosponsored by Senators
TESTIN, QUINN, MARKLEIN and LARSON. Referred to Committee on Rules.
1 Relating to: reaffirming Wisconsin's commitment to the strengthening and
2 deepening of the sister ties between the State of Wisconsin and Taiwan;
3 supporting Taiwan's signing of a Bilateral Trade Agreement (BTA) with the
4 United States; and continuing support for increasing Taiwan's international
5 profile.
6 Whereas, the State of Wisconsin established in 1986 the sister-state
7 relationship with the Taiwan Province, Republic of China (Taiwan), and Wisconsin
8 and Taiwan have enjoyed strong bilateral trade, educational and cultural exchange,
9 and tourism; and
10 Whereas, Taiwan shares the same values of freedom, democracy, human rights,
11 the rule of law, peace, and prosperity with the United States and the State of
12 Wisconsin; and
13 Whereas, in 2021, the United States ranked as Taiwan's second-largest trading
14 partner, Taiwan ranked as the eighth-largest trading partner of the United States,

1 and bilateral trade between Taiwan and the United States reached $113.9 billion;
2 and
3 Whereas, Taiwan and the State of Wisconsin have enjoyed a long and mutually
4 beneficial relationship with the prospect of future growth, and Taiwan was
5 Wisconsin's seventh-largest export market in Asia in 2021, with over $225 million
6 worth of Wisconsin goods exported to Taiwan; and
7 Whereas, negotiations for a BTA between Taiwan and the United States are an
8 important step toward further strengthening bilateral trade between our countries,
9 thereby increasing Wisconsin's exports to Taiwan and creating bilateral investment
10 and technical collaboration through tariff reduction and other trade facilitation
11 measures; and
12 Whereas, Taiwan has undertaken a policy of “steadfast diplomacy” in its
13 international relations, and Taiwan is capable and willing to fulfill its
14 responsibilities and to collaborate with the world to deal with the challenges of
15 humanitarian aid, disease control, and so forth; now, therefore, be it
16 Resolved by the assembly, the senate concurring, That the Wisconsin
17 Legislature reaffirms its commitment to the strengthening and deepening of the
18 sister ties between the State of Wisconsin and Taiwan; and, be it further
19 Resolved, That Wisconsin endorses Taiwan's efforts to secure the signing of
20 a BTA with the United States and reiterates its support for a closer economic and
21 trade partnership between the State of Wisconsin and Taiwan; and, be it further
22 Resolved, That Wisconsin continues to support Taiwan's appropriate
23 participation in international organizations that impact the health, safety, and
24 well-being of the people of Taiwan and supports Taiwan's aspiration to make more
25 contributions in international societies; and, be it further

1 Resolved, That the chief clerk of the assembly is hereby directed to transmit
2 copies of this resolution to the members of the Wisconsin congressional delegation
3 and the Taipei Economic and Cultural Office in Chicago, Illinois.
