1 Resolved by the senate, the assembly concurring, That:
2 SECTION 1. 2023-2024 session schedule. (1) BIENNIAL SESSION PERIOD. The
3 legislature declares that the biennial session period of the 2023 Wisconsin
4 Legislature began on Tuesday, January 3, 2023, and that the biennial session period
5 ends at noon on Monday, January 6, 2025.
6 (2) BUDGET DEADLINE EXTENDED. The deadline of Tuesday, January 31, 2023, set
7 by section 16.45 of the statutes for introduction of the executive budget bill or bills,
8 submittal of the state budget report, and delivery of the governor's budget message,
9 is extended to Wednesday, February 15, 2023.
10 (3) SCHEDULED FLOORPERIODS AND COMMITTEE WORK PERIODS. (a) Unreserved
11 days. Unless reserved under this subsection as a day to conduct an organizational
12 meeting or to be part of a scheduled floorperiod of the legislature, every day of the
13 biennial session period is designated as a day for committee activity and is available
14 to extend a scheduled floorperiod, convene an extraordinary session, or take senate
15 action on appointments as permitted by joint rule 81.
16 (b) Inauguration. Pursuant to section 13.02 (1) of the statutes, the
17 inauguration of the members of the 2023 legislature, and the organizing for business
18 of the 2 houses, commences at 2 p.m. on Tuesday, January 3, 2023.
19 (c) Floorperiod. A floorperiod commences on Tuesday, January 10, 2023, at 10
20 a.m., and ends on January 10, 2023.

1 (d) Floorperiod. A floorperiod commences on Tuesday, January 17, 2023, at 10
2 a.m., and, unless adjourned earlier, ends on Thursday, January 26, 2023.
3 (e) Floorperiod. A floorperiod commences on Tuesday, February 14, 2023, at
4 10 a.m., and, unless adjourned earlier, ends on Thursday, February 16, 2023.
5 (f) Floorperiod. A floorperiod commences on Tuesday, March 14, 2023, at 10
6 a.m., and, unless adjourned earlier, ends on Thursday, March 23, 2023.
7 (g) Floorperiod. A floorperiod commences on Tuesday, April 18, 2023, at 10
8 a.m., and, unless adjourned earlier, ends on Thursday, April 27, 2023.
9 (h) Bills to governor. No later than Thursday, May 4, 2023, at 4:30 p.m., the
10 chief clerk of each house shall submit to the governor for executive action thereon all
11 enrolled bills originating in the chief clerk's house and having been passed by both
12 houses, in regular, extraordinary, or special session, on or before Thursday, April 27,
13 2023.
14 (i) Floorperiod. A floorperiod commences on Tuesday, May 16, 2023, at 10 a.m.,
15 and, unless adjourned earlier, ends on Thursday, May 18, 2023.
16 (j) Floorperiod. A floorperiod commences on Tuesday, June 6, 2023, at 10 a.m.,
17 and, unless adjourned earlier, ends on Friday, June 30, 2023, but this floorperiod may
18 not be adjourned until the general fund executive budget bill has been passed by both
19 houses.
20 (k) Nonbudget bills to governor. No later than Thursday, August 3, 2023, at 4:30
21 p.m., the chief clerk of each house shall submit to the governor for executive action
22 thereon all enrolled bills, except the general fund executive budget bill, originating
23 in the chief clerk's house and having been passed by both houses, in regular,
24 extraordinary, or special session, on or before Thursday, July 27, 2023.

SECTION 1
1 (L) Budget bill to governor. No later than the later of Thursday, August 3, 2023,
2 at 4:30 p.m., or 4:30 p.m. on the 4th Thursday after the general fund executive budget
3 bill is passed by both houses in identical form, the chief clerk of each house shall
4 submit to the governor for executive action thereon any enrolled general fund
5 executive budget bill originating in the chief clerk's house and having been passed
6 by both houses, in regular, extraordinary, or special session.
7 (m) Floorperiod. A floorperiod commences on Tuesday, September 12, 2023, at
8 10 a.m., and, unless adjourned earlier, ends on Thursday, September 21, 2023.
9 (n) Floorperiod. A floorperiod commences on Tuesday, October 10, 2023, at 10
10 a.m., and, unless adjourned earlier, ends on Thursday, October 19, 2023.
11 (o) Floorperiod. A floorperiod commences on Tuesday, November 7, 2023, at 10
12 a.m., and, unless adjourned earlier, ends on Thursday, November 16, 2023.
13 (p) Bills to governor. No later than Thursday, November 30, 2023, at 4:30 p.m.,
14 the chief clerk of each house shall submit to the governor for executive action thereon
15 all enrolled bills originating in the chief clerk's house and having been passed by both
16 houses, in regular, extraordinary, or special session, on or before Thursday,
17 November 16, 2023.
18 (q) Floorperiod. A floorperiod commences on Tuesday, January 16, 2024, at 10
19 a.m., and, unless adjourned earlier, ends on Thursday, January 25, 2024.
20 (r) Floorperiod. A floorperiod commences on Tuesday, February 13, 2024, at 10
21 a.m., and, unless adjourned earlier, ends on Thursday, February 22, 2024.
22 (s) Floorperiod. A floorperiod commences on Tuesday, March 12, 2024, at 10
23 a.m., and, unless adjourned earlier, ends on Thursday, March 14, 2024.
24 (t) Bills to governor. No later than Thursday, April 4, 2024, at 4:30 p.m., the
25 chief clerk of each house shall submit to the governor for executive action thereon all

1 enrolled bills originating in the chief clerk's house and having been passed by both
2 houses, in regular, extraordinary, or special session, on or before Thursday, March
3 14, 2024.
4 (u) Last general-business floorperiod. The last general-business floorperiod
5 commences on Thursday, April 11, 2024, at 10 a.m., and ends on Thursday, April 11,
6 2024.
7 (v) Limited-business floorperiod. A floorperiod commences on Tuesday, April
8 16, 2024, at 10 a.m., and, unless adjourned earlier, ends on Thursday, April 18, 2024,
9 which is limited to matters allowed under joint rule 81m (2) and to considering
10 resolutions offered for the purpose of extending the commendations, condolences, or
11 congratulations of the legislature to a particular person, group, or organization, or
12 of recognizing a particular event or occasion.
13 (w) Bills to governor. No later than Thursday, April 25, 2024, at 4:30 p.m., the
14 chief clerk of each house shall submit to the governor for executive action thereon all
15 enrolled bills originating in the chief clerk's house and having been passed by both
16 houses, in regular, extraordinary, or special session, on or before Thursday, April 18,
17 2024.
18 (x) Veto review floorperiod. A floorperiod, limited to matters allowed under joint
19 rule 82 (1m), commences on Tuesday, May 14, 2024, at 10 a.m., and, unless adjourned
20 earlier, ends on Wednesday, May 15, 2024.
21 (y) Bills to governor. No later than Wednesday, June 5, 2024, at 4:30 p.m., the
22 chief clerk of each house shall submit to the governor for executive action thereon all
23 enrolled bills originating in the chief clerk's house and having been passed by both
24 houses, in regular, extraordinary, or special session, on or before Wednesday, May 15,
25 2024.

SECTION 1
1 (4) INTERIM PERIOD OF COMMITTEE WORK. Upon the adjournment of the last
2 general-business floorperiod, there shall be an interim period of committee work
3 ending on Monday, January 6, 2025.
4 (5) SPECIAL AND EXTRAORDINARY SESSIONS. (a) Adjournment. Except for
5 consideration of executive vetoes or partial vetoes, a motion adopted in each house
6 to adjourn a special or extraordinary session pursuant to this joint resolution shall
7 constitute final adjournment of the special or extraordinary session.
8 (b) Bills to governor. No later than 4:30 p.m. on the first Thursday occurring
9 2 full weeks after the day a bill is passed by both houses in identical form after May
10 15, 2024, in special or extraordinary session, the chief clerk of the house in which it
11 originated shall submit it to the governor for executive action thereon.
12 (c) Veto review. A special or extraordinary session shall reconvene upon a call
13 of a majority of the members of the joint committee on legislative organization solely
14 for the consideration of executive vetoes or partial vetoes if an enrolled bill passed
15 by both houses during the special or extraordinary session was vetoed or partially
16 vetoed.
17 (6) END OF TERM. The biennial term of the 2023 legislature ends on Monday,
18 January 6, 2025. Pursuant to section 13.02 (1) of the statutes, the inauguration of
19 the members of the 2025 legislature will be on Monday, January 6, 2025.
20 SECTION 2. Notice of 2025 session organization. Notice is hereby given that
21 the biennial session of the 2025 legislature will hold its first meeting, pursuant to
22 section 13.02 (1) of the statutes, on Monday, January 6, 2025, and that the meeting
23 will begin at 2 p.m.
