Additionally, the bill creates a community oversight panel for regional transit authorities that will report governance concerns to the joint transportation committee annually, starting in 2026. The executive committee of the joint transportation committee will also have the authority to appoint members to oversight boards related to the regional transit authority. To support these initiatives, the bill appropriates $600,000 from the carbon emissions reduction account for the fiscal year ending June 30, 2027, specifically for the audit purposes outlined in the legislation.
