The bill establishes new accountability measures for regional transit authorities in Washington State by mandating a performance audit conducted by the joint legislative audit review committee. This audit will assess the authority's governance, financial management, project delivery, and procurement practices to ensure efficiency and compliance with state laws. An independent expert in forensic accounting will assist in the audit, which is required to be completed and reported to the legislature by December 1, 2027.
Additionally, the bill creates a community oversight panel for regional transit authorities that will report governance concerns to the joint transportation committee annually, starting in 2026. The executive committee of the joint transportation committee will also have the authority to appoint members to oversight boards related to the regional transit authority. To support these initiatives, the bill appropriates $600,000 from the carbon emissions reduction account for the fiscal year ending June 30, 2027, specifically for the audit purposes outlined in the legislation.
