The bill amends RCW 69.22.010 to expand the definition of "cottage food products" to include
extracts, such as vanilla extract, intended for use in food products; and specifies that
alcohol may be used to make extracts, as long as the created product is not intended for use as a beverage. This change allows for a broader range of nonpotentially hazardous foods that can be produced and sold by cottage food operations, which are defined as individuals producing these products in their home kitchens for direct sale to consumers.
Additionally, the bill maintains the restriction that no ingredient containing a tetrahydrocannabinol concentration of 0.3 percent or greater may be included in any cottage food product. The overall intent of the legislation is to support cottage food operations by allowing them to include more diverse products while ensuring safety standards are upheld.
