This bill establishes new accountability requirements for homeless housing grant programs in Washington State by adding a new section to chapter 43.185C RCW. It mandates that by December 1, 2027, and annually thereafter, grantees and subgrantees receiving funding must submit annual plans detailing their goals for helping individuals out of homelessness and the anticipated spending per individual. Additionally, the state auditor is tasked with conducting annual performance audits of these programs, assessing compliance with spending regulations, and evaluating the effectiveness of the grantees' efforts based on their submitted plans.

Furthermore, the bill outlines specific eligibility criteria for grantees and subgrantees to participate in the grant programs, including timely submission of annual plans and required information for audits. If a grantee or subgrantee fails to meet these requirements or is found to have misappropriated funds, they will be ineligible for future funding. The department is also required to enforce compliance through agreements with grantees, who are responsible for monitoring their subgrantees. The state auditor will report findings and recommendations to the legislature annually starting December 1, 2028.
