The bill amends RCW 70A.105.110 to enhance the qualifications required for individuals conducting inspections of on-site wastewater treatment systems. It mandates that local boards of health ensure that inspectors are qualified in the relevant technology and principles of on-site sewage treatment. A certificate of competency from the state board of registration for professional engineers and land surveyors is recognized as sufficient proof of competency in the engineering aspects of these systems.

Additionally, the bill modifies the provisions regarding noncertified individuals conducting inspections and reviews. Previously, noncertified individuals could only perform these tasks for a maximum of two years under the supervision of a certified individual. The new language allows this supervised practice to extend to a maximum of four years after the date of hire, thereby providing more flexibility for noncertified individuals to gain experience while still ensuring oversight by certified professionals.
