The bill establishes a joint legislative task force aimed at reducing regulatory stress for agricultural producers in Washington State. Recognizing the importance of the agricultural industry and the mental health challenges faced by its workers, the task force will evaluate existing regulations that contribute to stress and recommend ways to streamline, eliminate, or modify these regulations. The task force will consist of members from both legislative chambers, as well as various state department directors or their designees, and will focus on areas such as land use, water resource stewardship, grazing rights, and pesticide regulations.

The task force is required to report its findings and recommendations to the legislature by November 1, 2028, and will be supported by staff from the senate and house research offices. Legislative members will be reimbursed for travel expenses, while non-legislative members may not be entitled to reimbursement if they represent an employer or governmental entity. The task force's operations will be funded jointly by the senate and house, with expenditures subject to approval by relevant committees. The provisions of this section will expire on June 30, 2029.
