The bill amends RCW 43.71B.010 to include a new definition for "traditional health care practices," which encompasses the knowledge, skills, and practices indigenous to various cultures used for maintaining health and treating physical and mental illnesses. Additionally, it updates the definitions of "tribally operated facility" and "urban Indian organization," among others, to clarify the scope of health care services provided to American Indians and Alaska Natives. The bill also reenacts and amends existing definitions related to health care authorities and organizations that serve these communities.
Furthermore, the bill introduces a new section requiring the health care authority to apply for a waiver from the Centers for Medicare and Medicaid Services by July 1, 2026. This waiver aims to provide expenditure authority for the coverage of traditional health care practices within Medicaid. Upon approval, Medicaid beneficiaries will have access to these practices through Indian health service facilities, tribal organizations, and urban Indian organizations, thereby enhancing the availability of culturally appropriate health care services for eligible individuals.
