This bill amends RCW 46.68.175 and repeals several existing laws related to various accounts, including the Independent Youth Housing Account and the COVID-19 Unemployment Account, among others. The bill creates new sections that establish the procedures for the management of the abandoned recreational vehicle disposal account, which is funded by fees and may receive transfers from the general fund. It specifies that funds in this account can only be used for reimbursement of costs associated with the transport, dismantling, and disposal of abandoned recreational vehicles, with a cap of $10,000 per vehicle for eligible costs. Additionally, it allows up to 15 percent of expenditures from the account to be allocated for administrative expenses.
Furthermore, the bill mandates that, effective July 1, 2026, all funds from the salary/insurance contribution increase revolving fund must be deposited into the general fund, and no expenditures or transfers can be made from this fund after that date. Any remaining balances in accounts that are abolished by this act will also be transferred to the general fund. Sections 1, 3, and 4 of the act will take effect on July 1, 2026, while Section 2 is deemed necessary for the immediate preservation of public peace, health, or safety and takes effect immediately.
