The bill amends RCW 18.106.270 to establish clearer penalties for plumbing contractors who commit infractions. It sets a minimum monetary penalty of $100 for individuals and $500 for contractors for the first infraction, with a maximum penalty of $5,000 for any second or subsequent infractions. The bill also stipulates that the administrative law judge cannot waive or reduce these penalties, although the director has the discretion to waive or reduce payment for good cause.

Additionally, the bill introduces new provisions regarding the suspension of certificates, licenses, endorsements, or registrations for plumbing contractors. If an individual or contractor is determined to have committed three infractions involving residential service plumbing within a 36-month period, they may face a suspension of up to two years. Furthermore, if five or more infractions occur within a five-year period, the department can issue a suspension order, which must detail the infractions leading to the suspension. The bill emphasizes that multiple infractions from a single inspection are counted as one infraction, and it mandates that monetary penalties collected will be deposited into the plumbing certificate fund.
