This bill amends RCW 46.04.169 to provide a clearer definition of "electric-assisted bicycles," specifying that they must have a power output of no more than 750 watts and categorizing them into three classes based on their operational characteristics. The classifications include Class 1, which assists only when pedaling up to 20 miles per hour; Class 2, which can be propelled solely by the motor up to 20 miles per hour; and Class 3, which assists only when pedaling up to 28 miles per hour and must include a speedometer. Additionally, the bill clarifies that electric-assisted bicycles do not include vehicles that can exceed 20 miles per hour solely on electric power or those easily modified to do so.
Furthermore, the bill establishes a new section that mandates the Department of Licensing to form a work group to study and recommend a regulatory framework for electric motorcycles, recognizing the growing use of these vehicles, particularly among younger individuals. The work group will consist of various stakeholders, including representatives from transportation, safety commissions, and nonprofit organizations, and will address key components such as definitions, registration requirements, driver education, and penalties for deceptive marketing practices. A final report with recommendations is required by December 15, 2026.
