The bill establishes a new requirement for the joint legislative audit and review committee to conduct an annual analysis of the implementation of the advanced clean trucks regulations in Washington state. This analysis will focus on the impact of these regulations on state and local sales and use tax collections, as well as the availability and sales of zero emissions vehicles, particularly in the heavy-duty vehicle class. The legislature aims to ensure accountability and data-driven policymaking by providing stakeholders with essential information to balance environmental goals with economic stability.
To facilitate this, a new section is added to chapter 70A.30 RCW, mandating that the joint legislative audit and review committee, in collaboration with the departments of revenue and licensing, report annually on various metrics related to regulated vehicle sales and tax collections. The report will include comparisons of annual sales, tax collections, and consumer behavior changes, among other relevant data. The first report is due by June 1, 2027, and will continue annually until June 1, 2035, with the section set to expire on June 1, 2036.
