The proposed bill establishes the "Supporting Our Early Education Degree Seekers Scholarship," aimed at providing financial assistance to students pursuing eligible early childhood education programs at community or technical colleges. The scholarship will offer up to 90 credits of tuition-free education starting in the 2027-28 academic year. To qualify, students must be residents with a family income between 65% and 150% of the state median, not have previously earned an associate's degree, and commit to working in an early learning center for at least two years after completing their program. The bill allocates $10 million from the Washington advanced college tuition payment program account for scholarship grants, contingent on maintaining a certain actuarial funded status.
Additionally, the bill mandates the creation of a new chapter in Title 28B RCW, which includes definitions related to the scholarship, the responsibilities of the office administering it, and the requirement for the caseload forecast council to estimate scholarship demand. The student achievement council, in collaboration with the state board for community and technical colleges, is tasked with conducting a study on the scholarship's sustainability and its impact on enrollment and student outcomes, with findings due by October 1, 2027. The section detailing the study will expire on July 1, 2028.
