The bill amends RCW 18.79.440 to apply substance use disorder monitoring program provisions specifically to nursing assistants. It changes the terminology from "licensed" to "credentialed" and expands the scope to include individuals credentialed under chapter 18.88A RCW. The bill stipulates that enforcement actions against credentialed individuals will not be publicly posted if they comply with a board-approved substance use disorder monitoring program and meet certain conditions. Additionally, it establishes a stipend program to assist individuals with out-of-pocket expenses related to their participation in the monitoring program, allowing for up to 80% of eligible expenses to be defrayed.
To qualify for the stipend program, applicants must hold an active, inactive, or suspended credential, actively participate in the monitoring program, and demonstrate a financial need. The bill also mandates the board to provide updated information on the stipend program's participation and expenses on its website. The previous requirement for the board to establish the stipend program by July 1, 2024, has been deleted, and the new effective date for the act is set for July 1, 2026.
