This bill introduces a new section to chapter 19.27 of the Revised Code of Washington (RCW) concerning scissor stair regulations within the state building code. It mandates the state building code council to form a technical advisory group tasked with recommending amendments to the international building code. These amendments will specifically address the use of scissor stairs in buildings with more than two dwelling units that primarily house permanent occupants. The advisory group's recommendations must take into account public health, safety, welfare, and construction costs, and they are required to be submitted in time for the council to incorporate them into the 2027 code update.

Additionally, the bill defines "scissor stairs" as two interlocking stairways with separate exits, which are enclosed and divided by fire-resistance rated assemblies. The new section will remain in effect until January 1, 2031, at which point it will expire.
