The advisory group's recommendations must take into account public health, safety, welfare, and construction costs, and they are required to be submitted in time for the council to incorporate them into the 2027 code update.
Additionally, the bill defines "scissor stairs" as two interlocking stairways with separate exits, which are enclosed and divided by fire-resistance rated assemblies. The new section will remain in effect until January 1, 2031, at which point it will expire.
