Further amendments include new definitions such as "street youth" and "transitional living services," which outline the responsibilities of various agencies providing care to children and youth. The licensing process is modified to require agencies to apply for licenses or renewals through the department, with licenses valid for three years unless inactive. Licensees moving to a new location must notify their licensor within ninety days, and their home will be placed on no-referral status until an inspection is completed. The bill also grants the secretary authority to designate facility categories and revise staffing requirements for crisis residential centers, ensuring adequate support for juveniles. Certain provisions of the bill will take effect on July 1, 2026, with some expiring on that date as well.
