This bill introduces a new section to chapter 19.27 RCW concerning scissor stair regulations within the state building code. It mandates the state building code council to form a technical advisory group tasked with recommending amendments to the international building code. These amendments will specifically address scissor stairs for buildings with more than two dwelling units primarily occupied by permanent residents. The advisory group is required to consider public health, safety, welfare, and construction costs in their recommendations, which must be submitted in time for the council to incorporate them into the 2027 code update.

Additionally, the bill defines "scissor stairs" as two interlocking stairways with separate exits, enclosed and divided by fire-resistance rated assemblies. The new section will remain in effect until it expires on January 1, 2031.
