The bill introduces a new section to chapter 10.116 RCW that regulates the use of facial coverings by law enforcement officers. It defines "facial covering" and specifies that it includes items that obscure an individual's facial identity, such as masks and balaclavas, while excluding translucent face shields, N95 masks, and helmets. The bill mandates that law enforcement officers must be identifiable by their displayed name or information on their uniform and prohibits them from wearing facial coverings while interacting with the public, except during undercover operations or when using protective gear as part of special weapons and tactics (SWAT) responsibilities.

Additionally, the bill allows individuals who are detained by a peace officer in violation of this section to file a civil action for damages against the officer in their official capacity. The remedies available to a prevailing claimant include compensatory and punitive damages, costs, reasonable attorneys' fees, injunctive relief, and any other appropriate relief as determined by the court. The bill also includes a provision stating that if any part of the act is found invalid, the remaining sections will still be enforceable.
