This bill establishes a framework for the review and potential discontinuance of low-enrollment undergraduate programs at public baccalaureate institutions in Washington State. It defines a "low-enrollment program" as one that produces fewer than 10 graduates per academic year over a five-year period. Each governing board of a public baccalaureate institution is required to compile an annual list of such programs, and if a program appears on this list for three consecutive years, it will undergo a discontinuance review. The review must consider various extenuating circumstances, such as the program's age, equity and access issues, workforce demand, and accreditation requirements. If no extenuating circumstances are found, the governing board will recommend discontinuance, which must include a "teach-out plan" for current students.

Additionally, the bill mandates that institutions report to the legislature on low-enrollment programs that have been identified for three consecutive years. This report must detail the actions taken by the governing board, the data used in the review, and the financial and student-outcome performance of the programs. It will also outline the strategy for either closing the program or continuing it, along with the rationale for the decision. The act will take effect on July 1, 2026, and constitutes a new chapter in Title 28B of the Revised Code of Washington.
