Additionally, the bill allows individuals detained by law enforcement officers for violations of this section to pursue civil action for damages against the officer, provided the officer was not in compliance with the identification requirement at the time of detention. The bill also includes a severability clause, ensuring that if any part of the act is deemed invalid, the remainder will still be enforceable. It declares an emergency, indicating that the act is necessary for the immediate preservation of public peace, health, or safety, and takes effect immediately upon passage.
