The bill establishes the Washington State Amtrak Cascades Passenger Rail Advisory Committee, which will consist of members appointed by the legislative authorities of counties with rail stations on the Amtrak Cascades route. Counties with populations of 750,000 or greater will appoint three members, while other counties will appoint two. The committee will include representatives from passenger rail user groups, commercial users of the rail corridor, and local government planning bodies, ensuring that all members reside near a passenger rail station. Members will serve staggered four-year terms, with initial terms commencing on July 1, 2026.

Additionally, the bill mandates that the Department of Transportation conduct a review of community input regarding Amtrak Cascades service, soliciting feedback from local groups to address challenges faced in the area. The advisory committee will meet three times a year with department representatives to discuss passenger rail concerns and will appoint cochairs to lead the meetings. Members of the committee will serve without compensation.
