The bill amends RCW 74.09.830 to extend postpartum health care coverage for individuals in Washington state. It establishes that until June 30, 2026, postpartum persons with a countable income at or below 210 percent of the federal poverty level will receive health care coverage. The bill ensures that all individuals approved for pregnancy or postpartum coverage are continuously eligible for postpartum coverage for 12 months after the pregnancy ends, regardless of income changes. However, starting July 1, 2026, the eligibility period will be reduced to six months after the pregnancy ends.
Additionally, the bill mandates that the authority must not provide coverage to individuals eligible for Title XIX or Title XXI of the federal social security act, and it emphasizes the need for expedited eligibility determinations to maximize federal funding. The authority is also required to conduct outreach and education campaigns to facilitate enrollment in the program, ensuring that information is accessible to diverse communities. Managed care organizations must report annually on their efforts to improve maternal health services for enrollees, including the utilization of postpartum services and outreach activities.
