The bill amends several sections of Washington state law regarding postretirement employment restrictions for school employees. It extends the expiration date for certain provisions from July 1, 2025, to January 1, 2030. Specifically, it allows retirees who reenter employment more than one calendar month after their accrual date to continue receiving pension payments while working in nonadministrative positions within school districts, provided they do not exceed 1,040 hours of service in a calendar year. This applies to retirees who retired before January 1, 2022, and are employed as district superintendents or in-school administrators in second-class school districts.
Additionally, the bill maintains existing penalties for retirees who return to work sooner than one month after their accrual date, including a reduction in their monthly retirement allowance based on hours worked. It also emphasizes that the legislature reserves the right to amend or repeal these provisions in the future, and no retiree has a contractual right to work beyond specified hours without a reduction in pension benefits. The act is declared necessary for the immediate preservation of public peace, health, or safety, and takes effect immediately.
