The proposed bill aims to enhance the protection of minors in Washington state when using addictive internet-based services and applications. It introduces a new chapter to Title 19 RCW, defining terms such as "addictive feed," "addictive internet-based service or application," and "minor." The bill mandates that operators of such services must estimate the age of users with reasonable certainty and prohibits the use of personal information collected for age estimation for any other purpose. Additionally, it establishes that operators cannot provide an addictive feed to users identified as minors without prior knowledge or reasonable determination of their age, and they must obtain verifiable parental consent before sending push notifications during specified hours.

Furthermore, the bill outlines user rights, allowing individuals to limit their access to addictive feeds, control feedback visibility, and set their accounts to private mode. It clarifies that compliance with the chapter does not shield operators from liability for harm caused to minors' mental health or well-being. The legislation also emphasizes that violations are considered unfair or deceptive acts under the consumer protection act. If specific funding for the act is not provided by June 30, 2025, the act will become null and void.
