The bill establishes a new work group convened by the Washington State Department of Transportation, in collaboration with the Department of Ecology, to streamline the permitting process for transportation projects. The work group will consist of representatives from various state departments, local government associations, and other stakeholders, including tribal representatives. Its primary goal is to develop recommendations that align priorities, legal requirements, and processing timelines while ensuring that environmental and regulatory protections are upheld.

The work group is required to meet for the first time by October 1, 2025, and will provide an interim report to the legislature by January 1, 2026, followed by a final report with recommendations by November 1, 2026. The section establishing this work group will expire on December 31, 2026. Staff support for the work group will be provided by the Department of Transportation.
