The bill amends RCW 46.68.420 to update the fee structure for the Seattle Sounders FC special license plate. It specifies that the Department of Licensing will collect special license plate fees, deducting a maximum of $12 for initial issues and $2 for renewals to cover administrative costs. The remaining proceeds will be directed to various accounts, including those supporting 4-H programs, cancer research, scholarships, and youth mentoring initiatives. Notably, the bill introduces new provisions for the Seattle Sounders FC funds, which will now support the RAVE foundation, aimed at inspiring youth in underserved communities through soccer.
Additionally, the bill includes several adjustments to the allocation of funds from other special license plate accounts, ensuring that a minimum of 90% of funds received by the Washington state leadership board for the Seattle Seahawks and Seattle Mariners accounts are used for fellowships and direct services to youth participants, respectively. The act is set to take effect on November 1, 2025.
