This bill aims to enhance support for survivors of sexual assault in public elementary and secondary schools in Washington State. It amends RCW 28A.400.317 to include specific provisions for reporting and training related to sexual abuse, misconduct, and assault. Notably, it requires that school employees who suspect such incidents must report them to the appropriate administrator, who is then responsible for notifying law enforcement if necessary. The bill mandates that school employees receive training on trauma-informed and survivor-centered responses, including bystander intervention, during their orientation and every three years thereafter. Additionally, the training may utilize new staff training materials that will be developed and updated by the office of the superintendent of public instruction by November 1, 2026.

Furthermore, the bill introduces new sections to chapters 28A.300 and 28A.640 RCW, which require the development of a student and family guide to school district sexual harassment policies and related procedures by the same deadline. This guide must be culturally informed and translated into the most common non-English languages in the state. School districts are encouraged to distribute this guide to students and families, particularly those involved in the sexual harassment complaint process. The provisions of this act are set to take effect on August 1, 2027.
