This bill establishes a new chapter in Title 16 RCW that prohibits the force-feeding of birds, specifically targeting practices associated with the production of foie gras. The bill prohibits individuals from force-feeding birds or hiring others to do so, with an exception for cases directed by a veterinarian for health purposes.

Additionally, the bill makes it illegal to sell, possess, transport, or distribute foie gras or any products produced through force-feeding. The director of the department of agriculture is granted the authority to enforce these provisions and can impose civil penalties of up to $1,000 for each violation, with daily penalties for ongoing violations. The act is set to take effect on January 1, 2028.
