This bill establishes a new chapter in Title 16 RCW that prohibits the force-feeding of birds, specifically for the purpose of producing foie gras. It defines key terms such as "bird," "foie gras," "force-feeding," and "person," to clarify the scope of the legislation. Under the new law, individuals are prohibited from force-feeding birds or hiring others to do so, with an exception for cases where a veterinarian directs the practice for health reasons. Additionally, the bill prohibits the sale, possession, transportation, or distribution of foie gras produced through force-feeding.

Violators of this law will face civil penalties of up to $1,000 for each violation, with additional fines for ongoing violations. The collected penalties will be directed to the state general fund. The act is set to take effect on January 1, 2028.
