The proposed bill establishes a new chapter in Title 16 RCW that addresses the force-feeding of birds, particularly in the context of producing foie gras. It defines key terms such as "bird," "foie gras," "force-feeding," and "person," clarifying that force-feeding refers to any method that causes a bird to ingest more food than it would voluntarily, including the use of tubes. The bill prohibits individuals from force-feeding birds for the purpose of enlarging their livers, with an exception for cases directed by a veterinarian for health reasons.
Additionally, the bill makes it illegal to sell, possess, transport, or distribute foie gras produced through force-feeding practices. Violators of these provisions may face civil penalties of up to $1,000 for each violation, with daily fines for ongoing infractions. The collected penalties will be directed to the state general fund. The act is set to take effect on January 1, 2028.
