The bill establishes a new chapter in Title 70 RCW to create a health care entity registry in Washington State, requiring health care entities to report specific information to the Department of Health annually starting June 30, 2027. This information includes the legal name, business address, operational locations, identification numbers, ownership interests, organizational structure, and details about health care providers associated with the entity. Certain small health care provider organizations are exempt from these reporting requirements, and the information collected will be considered public, with specific confidentiality protections for individual taxpayer identification numbers.

Additionally, the bill grants the Department of Health the authority to audit and inspect records of health care entities that fail to submit complete or accurate reports. Civil penalties are established for noncompliance, with varying amounts based on the size and revenue of the health care entity. The Department is also tasked with developing an interactive public tool by January 1, 2028, to allow access to the reported data, and it may adopt necessary rules to implement the act.
