This bill mandates that entities offering Medicare Advantage coverage in Washington must provide specific disclosures to both current and potential enrollees. These disclosures include the entity's claims denial rate as a percentage, the percentage of denied claims that are granted upon appeal, and the process for appealing a denial of coverage. The required information must be disclosed prior to enrollment and made available upon request after enrollment.

Additionally, the bill establishes that the practices addressed are of significant public interest, thereby applying the consumer protection act to any violations of this chapter. Such violations are deemed unfair or deceptive acts in trade or commerce, as well as unfair methods of competition under the consumer protection act. The bill creates a new chapter in Title 19 RCW to encompass these provisions.
