The bill amends RCW 39.30.060 to establish new requirements for prime contractors bidding on public works contracts expected to cost $1,000,000 or more. It mandates that bidders submit the names of licensed subcontractors for specific trades, including HVAC, plumbing, and electrical work, within one hour of the bid submission deadline. Additionally, bidders must provide the names of subcontractors for structural steel and rebar installation within 48 hours. The bill specifies that a prime contractor cannot list more than one subcontractor per category unless variations exist due to bid alternates, and failure to comply with these requirements will render the bid nonresponsive.

Furthermore, the bill prohibits the substitution of listed subcontractors for the purpose of bid shopping or bid peddling, allowing substitutions only under specific circumstances such as refusal to sign a contract or bankruptcy. The original subcontractor has the right to seek damages if they can prove that bid shopping or peddling occurred. The bill also clarifies that these subcontractor listing requirements apply only to certain trades and do not extend to design-build or job order contract requests. Notably, the previous legislative intent regarding the review of subcontractor listing requirements has been deleted from the bill.
