The bill aims to enhance Medicaid coverage for traditional health care practices by amending existing definitions and establishing new provisions within RCW 43.71B.010. Notably, it introduces a definition for "traditional health care practices," which encompasses the knowledge and skills indigenous to various cultures used for maintaining health and treating illnesses. Additionally, the bill clarifies the roles of various health care providers and organizations, including community health aides and urban Indian organizations, ensuring that Medicaid beneficiaries can access culturally appropriate care.
Furthermore, the bill mandates that the health care authority apply for a waiver from the Centers for Medicare and Medicaid Services by September 1, 2025, to secure expenditure authority for covering these traditional health care practices. Upon approval, Medicaid beneficiaries will be able to receive services through Indian health service facilities and tribal organizations. The bill also includes a provision stating that if specific funding for its implementation is not provided by June 30, 2025, it will become null and void.
