This bill introduces a new section to chapter 41.56 RCW, extending collective bargaining rights to employees enrolled in academic or certificate programs at Central Washington University, Eastern Washington University, Western Washington University, and The Evergreen State College. It specifies that these employees are considered enrolled during academic breaks if they are employed by the institution during that time and were enrolled in the preceding or subsequent quarter or semester. However, certain employees are excluded from this definition, including those already eligible for collective bargaining under specific RCW sections. The bill also establishes that a bargaining unit for these employees must consist of individuals from only one institution and outlines the scope of bargaining, which excludes certain employment termination conditions, tuition and fee amounts, academic calendars, and class admission numbers.

Additionally, the bill stipulates that collective bargaining agreements related to compensation cannot exceed amounts set by the legislature in the appropriations act, with provisions for immediate renegotiation if those amounts change. However, the universities may offer additional compensation beyond what the legislature provides. The act is declared necessary for the immediate preservation of public peace, health, or safety, and it takes effect immediately.
