The bill establishes an advisory committee aimed at advancing the economic development of quantum technologies in Washington State. This committee will consist of various members, including the lieutenant governor or a designee, a statewide elected official, representatives from higher education institutions, technology companies, an aerospace company, a quantum computing company, and the Pacific Northwest National Laboratory. The committee is tasked with selecting a chair, meeting quarterly, and producing an annual report with recommendations to promote a quantum technology ecosystem, as well as a workforce development plan. The section establishing the committee will expire on June 30, 2027.

Additionally, the bill creates a grant program through the Department of Economic Development and Competitiveness to support applicants seeking federal grants related to quantum technology. The department is required to partner with a higher education institution that has a research program in quantum technology and may consult with various stakeholders to identify relevant federal grants. Grants will be awarded at least annually, and the department has the authority to adopt rules for the implementation of this program.
