This bill aims to reorganize the public employees' collective bargaining statutes in Washington State by adding subchapter headings to chapter 41.56 RCW. The intent is to simplify navigation of the statute without making any substantive changes to its provisions. New sections are introduced to categorize existing laws into specific subchapters, including General Provisions, Application and Scope of Bargaining, Representation Determinations, Negotiations and Arbitration, Institutions of Higher Education, Interest Arbitration, and Chapter Construction and Limitations.
Additionally, the bill repeals two specific sections: RCW 41.56.130, which pertains to the rules and regulations of the Washington State Personnel Resources Board regarding mandatory subjects, and RCW 41.56.915, which relates to the effective date of a previous act. The code reviser is also tasked with correcting any cross-references to the sections that have been recodified as part of this legislative update.
